Spreadsheets and graphs are developed to compare one rate to another rate. The spreadsheet analysis shows the pieces that make up the electric bill and help the customer understand the rate calculations. The graphical comparison illustrates conditions under which one rate may be more favorable than another (i.e. increasing load factor).
